China and Cuba are negotiating to establish a new joint military training facility on the island, reports The Wall Street Journal.

That has raised concerns in Washington that it could lead to the deployment of Chinese troops and other security and intelligence operations just 100 miles off the coast of Florida, according to current and former U.S. officials.
