The White House is debating whether to resort to a total ban, impose extremely high tariffs that would make imports unprofitable, or sanction United Co. Rusal International, which produces the metal in Russia, the agency said, citing well-informed sources. The White House and the Treasury Department remain silent on the matter for now.
